World Sailing is proud to announce the launch of a new education programme for Race Officials.

The new National Race Officer Training Programme will be available to Member National Authorities (MNAs) to apply for on an annual basis with the aim of providing a recognised qualification for race officials from nations without their own national training programme.

The National Race Officer Training Programme offers a variety of courses across all aspects of officiating, including:

  • Club Race Officer - Level 1
  • National Race Officer - Level 2
  • Umpire Clinic
  • Judging Clinic
  • Measurement Clinic

Applications will be open to MNAs from 1-25 April 2025.

  • MNAs can apply for the National Race Officer Programme using this form.
  • Applications for the Measurers, Umpires and Judges Clinics can be submitted here.

To assist with preparing an application and finding the most appropriate course, World Sailing has produced two guidebooks which are available to download on the World Sailing website:

After the application window has closed, all applications will be reviewed in line with strategic development priorities and successful courses can begin as early as 30 May 2025.

Fiona Kidd, World Sailing's Head of International Development, said, "The new process enhances accessibility to educational courses for all nations and supports the global development of sailing officials. Member National Authorities can now apply for year-round courses, simplifying scheduling. World Sailing will also assist MNAs in securing funding to ensure training reaches those in need."

Any MNA interested in hosting a Race Official International Seminar should contact World Sailing at for more information.
