Auckland Regional Council - Marina Fees Petition
Boaties at a number of Auckland marinas have some serious and justifiable concerns about the sea-bed charges made by the Auckland Regional Council (ARC). Those affected are:
* Half Moon Bay / Buckland’s Beach Yacht Club
* West Park Marina
* Pine Harbour Marina
A petition has been organised to protest the high level of fees that boaties are required to pay at these marinas to the ARC, while other marinas in Auckland do not sustain such charges. These fees are not the same as the Coastal Occupational Charges proposed under Section 64A of the Resource Management Act 1991.
While the ARC and a number of other regional councils have decided not to proceed with Coastal Occupational Charges (at least for now) it cannot be assumed that these taxes on our sport and recreation will not re-appear in the future. Coastal Occupation Charges are a fee that is paid by any person benefiting from occupying the Coastal Marine Area to the exclusion of the public. It is a form of compensation to the community for the loss of access to that space.
It is Yachting New Zealand’s view that sailing clubs – which are ‘Not for Profit’ organisations – should be treated no differently to land based sports clubs or indeed churches with respect to council fees and levies. Remember the principle is ‘compensation for the community loss of access to that space’.
It is relevant to note that Ports of Auckland is 100% owned by Auckland Regional Holdings, a statutory investment entity accountable to the Auckland Regional Council. To what extent are or will port companies be charged to compensate the community for its loss of access to that space? All we ask for is equitable treatment of water based sports and their recreational facilities.
If you wish to support the petition with respect to the marinas please contact either Geoff Burgess (geoff.burgess@woosh.co.nz) or Bob Ogilvie (elbo@xtra.co.nz) for a copy of the petition.

NZL Yachting Trust Youth Team - Guidelines for Nomination & Selection
The 2009 ISAF Youth Worlds will be held in the city of Armecao de Buzios, Rio de Janeiro, in Brazil between the 9th & 18th of July.
The 2009 event will see the return of the 420 as the double-handed discipline for the Boys and the Girls. The Hobie 16 will also re-emerge as the Open Multihull equipment. But perhaps the most talked about equipment change will be the move to use the Laser Radial for both the Boys & the Girls Single handed divisions.
As a response to this the Laser Radial is outlined in the policy as the selection class for this year’s team. Further to this there has been a proposed change to include the 8.5 rig for both the New Zealand RS:X Nationals as well as the Youthsail regatta, where previously boys have sailed the 9.5 Rig in the first of the selection events in years past.
Yachting New Zealand intends to announce the final draft of the Guidelines for nomination and selection around the end of September 2008, but has released a draft document in the meantime, to outline proposed changes and the parameters of the selection policy with a view to fielding issues around the selection process, events and classes. The draft guidelines can be downloaded from the YNZ website through the link below.
The final draft will be announced in the Briefings Newsletter and will be available on the Yachting New Zealand website. In the meantime matters that you wish to raise about selection for the NZL Yachting Trust Youth Team for 2009 can be emailed to marty@yachtingnz.org.nz before the 16th of September 2008.

St Johns Rotary CORK Scholarship
Congratulations to Jason Saunders who recently returned from the CORK Regatta in Kingston, Ontario Canada. Jason was this year’s recipient of the St Johns Rotary, Youth Sailing Scholarship.
While light fickle winds taunted the Race Officials and competitors in Beijing, a similar struggle was going on for the organizers of the CORK Youth Fest Regatta. When racing finally got underway for the regatta it was Jason Saunders who was able to overcome the fleet of Canadian and US sailors to take the gun in the first and only race of the series.
Jason stayed in Kingston then to compete in the CORK Olympic Classes Regatta and placed a creditable 5th, in the open Gold fleet, ahead of Canada’s ISAF Youth Worlds representative Robert Davis.
