NORs- Subic-Boracay and Boracay Cup

The Subic-Boracay Race is a 200nm overnighter from Subic Bay to (surprise!) Boracay Island just north of Panay, pretty much slap-dab in the middle of the Philippines. Sail out of Subic Bay, turn south towards Mindoro, west through the cautiously respected Verde Passage, and then south again down the Tablas Strait to Boracay. (Sorry, no refreshment stop at the Puerto Galera Yacht Club – that’s a shame.)

When you get to Boracay, chill. Hang out on an island famous for its 3km white sand beach and, these days, some thoroughly active nightlife, and wait for the Boracay Cup to start. It is an enduring mystery as to why these two back-to-back events do not attract a bigger fleet. Boracay is a great place to end a race, and an even better place to hold a regatta – wind, wind, and more wind. It is one of the favourite places in the Philippines as far as the windsurfers and kiteboard people are concerned, and provides first class sailing along with blue skies, hot sunshine and more cold little brown bottles than you shake a stick at. More that one seasoned Asia hand has described the Boracay Cup as 'the best regatta in Asia' (always a good subject for debate and discussion!) and Neil Pryde and Co have been running top flight events here for years. If there’s a hidden gem on the Asian sailing circuit, this is it.

We have noted over the years that Philippines events have not been very pro-active in promoting themselves – so, here below are the just-received NORs for both Subic-Boracay and the Boracay Cup. Strongly suggest you figure a way to slot these into your diary, and sign up now. In this life, the only thing you'll regret are the things that you didn't do.

The Regatta Organising Authority is the Saturday Afternoon Gentlemen’s Sailing (SAGS) Club. The race is supported by The Lighthouse Marina Resort and Watercraft ventures Corporation, Subic Bay Metropolitan Authority, The Municipal Government of Malay, The Provincial Government of Aklan, under the auspices of the Philippine Sailing Association.

1. Rules

1.1 The Regatta will be governed by the ‘rules’ as defined in The Racing Rules of Sailing.

1.2 The following will apply

? The ISAF Offshore Special Regulations Category 3 plus VHF radio, the primary purpose of which is to monitor the Race Committee communications.
? The IRC Rules 2014 Parts 1, 2 and 3
? The Cruising Handicap System, as administered by the Organising Committee
? The Notice of Race (unless amended by the Sailing Instructions)
? The Sailing Instructions
? In case of conflict between any of the above, succeeding items take precedence.

1.3 IRC boats may carry one more spinnaker than on their IRC Certificate without incurring an increase in penalty. This changes IRC Rule 21.6.1

1.4 IRC Rule 22.4.2 is amended such that there is no restriction on the number of crew that a boat may carry. There is no limit on crew weight.

1.5 For the purpose of IRC Rules 21.1.5(d) & (e) this Race and the Boracay Cup is on consecutive days and the sails carried shall remain the same.

1.6 RRS Rule 55 is changed by adding the following: However, discarding elastic or wool bands when setting a sail is permitted.

1.7 RRS Rule 52 and ERS B.5 will not apply to boats in IRC Classes, which have declared the use of stored power to the Rating Authority (IRC Rule 15) prior to the issue of the current IRC certificate, or to boats in the Cruising Classes, who may use stored power for sail adjustment.

1.9 No national prescriptions will apply


2. Advertising

2.1 Advertising is permitted on a boat or crew in accordance with the ISAF Advertising Code.

2.2. Boats wishing to carry sponsors names or logos on sails, and/or hulls should seek approval from the organizing committee in order to prevent conflicts with Regatta
Sponsors.

2.3. The organizing committee may require all boats to display the Regatta sponsors advertising on their boats.


3. Eligibility and Entry

3.1 The Regatta will have the following classes:

IRC Racing Class: Keelboats with an IRC rating of 1.03 or greater
IRC Cruiser / Racer Class: Keelboats with an IRC rating less than 1.100
Cruising Class: Boats of a cruising nature not currently holding an IRC Certificate.
Ocean Multihull Classes: Ocean multihulls of a size, type and condition acceptable to the Organising Committee racing as one designs or under a rating scheme.
3.2 The Race Committee may change the above eligibility factors and number of classes based on its analysis of the entries received. The Committee’s decision will be final and is not subject to protest.

3.3 For a Class to be recognised by the Regatta, a minimum of 4 boats must enter the Class.

3.4 Boats will enter by completing the Entry Form and returning it to Secretariat by Monday 17
February 2015.

3.5 Registration will take place in The Lighthouse Marina Resort

3.6 IRC boats shall submit a copy of their 2014 IRC Certificate to the Regatta Secretariat no later than 1600 Monday 23 February 2015. No alteration to a boat’s TCC will be permitted after this date, except as a result of a rating protest or to correct rating office errors.

3.7 Boats entering the Cruising Class and Ocean Multihull Class shall submit the Cruising Class Handicap form no later than 1600 Monday 23 February 2015.

4. Fees

4.1 Entry Fees, which include entry for the boat and her skipper, will be P 9,000 (approx
US$200)

4.2 The fee for each crew member who attends the Welcome Party in Subic and the Awards
Party in Boracay will be P1,750 (approx US$ 40.00)

5. Schedule

The following is the proposed schedule, but the Race Committee reserves the right to amend this schedule.

6. Sailing Instructions

The Sailing Instructions will be sent by email to boats entered by 16 February and will be available at Registration

7. Venue

7.1 The Race will take place between Subic Bay in Luzon and Boracay Island, Aklan.

7.2 The Race Office will be in The Lighthouse Marina Resort


8. Penalty System

For all Classes rule 44.1 and 11.2 are changed so that only one turn, including one tack and one gybe is required.

10. Protest Committee

A Protest Committee chaired by an International Judge will be appointed

11. Radio Communications

11.1 Communications between the Race Committee and competitors will be on Marine VHF Channel 71

11.2 Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.

12. Prizes

12.1 The Subic Bay – Boracay Race Perpetual Trophy will be awarded to the IRC Racing Class winner.

12.2 Trophies will be awarded to the first, second and third place boats in each class.

12.3 A Line Honours Trophy will be awarded

12.4 A price will be awarded to the best presented navigators’ log made during the race

13. Disclaimer of Liability

The Organising Committee, the Race Committee, Race Sponsors and their respective representatives, officers, members and volunteers accept no liability whatsoever for any loss of life or property, personal injury and damage caused by, or arising out of the Race. The responsibility for a boat's decision to participate in a race or to continue racing is hers alone. (RRS Fundamental Rule 4)

14. Insurance
Each participating boat shall be insured with adequate valid third-party liability insurance.

4. Fees

6. Sailing Instructions

The Sailing Instructions will be sent by e mail to boats entered by 23 February and will be available at Registration

7. Venue

7.1 Races will be in the area of Boracay Island and neighbouring islands.

7.2 The Race Office and Regatta Headquarters will be on Boracay Island at a resort to be announced.

8. Penalty System

For Multihull Classes rule 44.1 and 11.2 are changed so that only one turn, including one tack and one gybe is required.

9. Scoring

When fewer than 5 races have been completed, a boat’s score will be the total of her race scores. When 5 or more races have been completed a boat’s series score will be the total of her race scores excluding her worst score.

10. Protest Committee

A Protest Committee chaired by an International Judge will be appointed

12.3 Prizes will be awarded each day to the overall first, second and third in each class adding the scores for the day

12.4 Additional prizes and trophies will be awarded at the discretion of the Organizing Committee


13. Disclaimer of Liability

The Boracay Cup Organising Committee, the Race Committee, Race Sponsors and their respective representatives, officers, members and volunteers accept no liability whatsoever for any loss of life or property, personal injury and damage caused by, or arising out of the Race.
