Hong Kong advances SKYTOPIA development plans

The Hong Kong government published a notice on 7 August proposing to allow Airport Authority Hong Kong (AAHK) to proceed with works for SKYTOPIA’s water recreation and Yacht Bay development, with construction tentatively scheduled for 2027-2030.

Plans for the development cover the bay area bounded by Hong Kong International Airport, the Hong Kong-Zhuhai-Macao Bridge Hong Kong Port and Tung Chung, extending east of the port and into Tung Chung East. The project involves dredging the bay and building breakwaters, along with gangways, platforms and floating walkways featuring cable wake towers.

The proposal follows AAHK’s April 2026 invitation for global investors and partners to submit expressions of interest for SKYTOPIA’s Yacht Bay. Three main features make up the development: the Airport Bay Marina, planned to provide 500 berths for vessels up to 100 metres long; a marine resort, with a hotel offering direct marina access and a promenade with dining and leisure facilities; and aquatic entertainment, including a water recreation area.

Introduced in 2019, the project’s blueprint combined the airport’s core functions with related business activities and was expanded in October 2024 with an ecosystem for the art industry, a marina with ancillary facilities and a fresh food market. AAHK then launched the name “SKYTOPIA” in January 2025 at a business event, combining “SKY” and “IA” for its airport lineage and international reach, while “TOP” refers to top-tier experiences and the development’s regional standing.

With the latest notice, the Hong Kong government has opened a two-month period for affected parties to submit written objections by 7 October 2026.

This is all very exciting stuff, and it is a matter of record that Hong Kong is substantially under-funded where mooring facilities are concerned. Licensing regulations demand that registered vessels must be on their proper moorings at the approach of a typhoon, and insurance policies are void if this is not the case. Yes, more moorings are needed. However, some members of the leisure marine industry question whether the airport is the right place to develop marine activities.

Consider: if you park your 100 ft superyacht here it's going to be noisy, and it's going to be dirty - aircraft burn more fuel per minute on takeoff than at any other time during a flight, and pollution is therefore high. HKIA is a long way from Central and Hong Kong's famous and picturesque harbour. OK, it's only 23 minutes by Airport Express train, but that's not quite the same as tying up next to the quay in Cannes or Imperia. And we have seen the promo video for watersports development, which features lots of images of young people windsurfing, sailing, and generally splashing about in crystal clear water. In fact the Pearl River is inexorably brown, just like coffee from a can, but saltier. It's on account of silt, and it is not attractive. Watch this space.
