Attention Yacht Club Commdores
 This
year Yachting New Zealand plans to bring together two of our major
events on the calendar – the Annual General Meeting and the Commodores
Conference.
This means that the Commodores
Conference – which gathers all of New Zealand’s Yacht Club Commodores to
meet and share ideas with each other and with Yachting New Zealand –
will be held in October to coincide with the AGM. The AGM will be held
in Auckland for a second year as a result.
Constitutional requirements
determine that the timing of AGM is restricted to a certain window and
the proposed date is Saturday 1st October 2011 with the intention to
commence the Commodores Conference earlier than in previous years,
followed by the AGM and dinner in the evening.
It is always hard to find a date
that works perfectly for everyone, so please check your diary and mark
it now. Yachting New Zealand aims to continue the tradition of excellent
attendance at Commodores Conference and provide Commodores with the
opportunity to attend the AGM at the same time.

Wanted: High Performance Operations Manager
 Yachting
New Zealand is looking to appoint a High Performance Operations
Manager, and applications close January 19th.This is a fixed term
position reporting to Yachting New Zealand Olympic Program Manager, Jez
Fanstone.
This is an opportunity to play
an important supporting role to New Zealand’s Olympic and High
Performance Sailing Programme as we strive to win medals at World
Championship and Olympic level.
The purpose of this role is to
provide operational and logistical services for Yachting New Zealand’s
High Performance Programme with key tasks to include (but not limited
to)...
• Equipment movement and shipping logistics
• Venue planning management and liaison for the ISAF World Championships and Olympics
• To provide assistance to the
Olympic Program Manager as required in areas such as research and
development projects
• Maintaining and developing relationships with key stakeholders
The role will suit someone with a
high level of energy and a passion for winning. Experience in High
Performance Sport as well as good management capability and sound skills
in managing relationships and communication are required.

Three weeks until 2011 Sail Auckland
 The countdown is on to Sail Auckland 2011 with just three weeks until registration day for New Zealand’s premier regatta for Olympic, Paralympic and invited classes.
Takapuna Boating Club will play
host to the event for the first time ever with racing set to be staged
on three courses off the North Shore beaches, the same race tracks used
for the World Championships in the RS:X, Laser Radial and Tornado
classes back in early 2008, as well as an inner harbour course for the
Paralympic classes off Westhaven.
This year promises exciting
racing with international competition expected in the single-handed
Laser class, the Finn, the Paralympic classes and more.
Results, news and more will be published on the regatta website as available.

Burling takes on Moth Worlds
 NZL Sailing Team 49er helm, Peter Burling is taking time out from the Olympic skiff and competing in the Foiling Moth World Championships on now across the ditch in Belmont, Australia.

Twenty plus knots of breeze has
provided for some spectacular and extremely fast racing (and capsizes)
so far, with the title set to be decided on Friday. Highlights footage from day three is well worth a look!
Burling transitioned to the
49er skiff two years ago after competing at the 2008 Olympic Games in
the 470 where he made history as the youngest sailor to represent New
Zealand at the Olympic Games. This foray into the foiling moth he notes
is not just for entertainment, although it certainly provides that, but
is also part of his conditioning and agility program.
One of only two kiwis in the
fleet of 109 flying boats competing for the 2011 World foiling Moth
title Burling finished the three day qualifying series in second place
behind 49er rival and mate Nathan Outteridge, with a flurry of race
wins.
Gold fleet qualifiers carry only
their finish position from the qualifying rounds into the finals, which
they cannot discard, followed by nine finals races. The opening day of
finals didn’t go quite according to plan for Burling and a collision
(with a Moth from another course) in the first race resulted in a ripped
sail for the kiwi, who had to skip the next race in order to replace
the sail and be ready for race three – where he came out fighting and
took the gun.
It’s a reserve (and repairs) day
in Belmont today, with racing Thursday and Friday for the title. The
DNF sees Burling take a tumble down the leader board to 16th place –
however if he can avoid further calamity and sail well over the final
two days he could be back in contention for a medal.

Notice of Race for Perth 2011 Published
 The International Sailing Federation (ISAF) has published the Notice of Race for the Perth 2011 ISAF Sailing World Championships, on from 3 to 18 December 2011 on Fremantle Harbour in Western Australia.
The Notice of Race states the
key conditions for the ten sailing events at the Perth 2011 ISAF Sailing
World Championships and includes details on the rules, regulations,
entry and qualification guidelines, format, scoring, schedule, venue and
courses.

About the Perth 2011 ISAF Sailing World Championships
The Perth 2011 ISAF
Sailing World Championships will take place in Fremantle, Western
Australia and will feature 1300 athletes competing across ten events.
For the first time in 2012, sailing will introduce women’s match racing
at the Olympic Games and the discipline will join the nine fleet racing
events to contest their world championship in Perth.
Racing is scheduled to take
place from 3 to 18 December. As well as hosting the battle for World
Championship glory, Perth 2011 is the principal qualification regatta
for the sailing events at the London 2012 Olympic Games where 75% of the
national places will be decided.
12 Foot Skiff Trans-Tasman Battle
 Racing at the 12 foot Skiff Championships
kicked off on Friday 7th January and continues now at Lane Cove,
Australia with some tight trans-Tasman racing over the first half of the
regatta.
New Zealand boat C-Tech, with
Chris Reid and Ben de Fluiter on board, is the best placed of the kiwi
teams in the Championship but did slip from 2nd to 4th on the board
after racing yesterday. Behind them New Zealand teams are currently
lying 6th, 7th, 8th and 9th.

In the battle for the
Inter-dominion Trophy the Aussies have the lead on 281 points, 70 points
clear of the kiwis on 211. (High score applies in the teams results)
Friday 14th is the final day of racing.

 Just
one week now until Opua and the Bay comes alive with the ever-popular
Bay of Islands Sailing Week and organisers have added a new crew wanted and crew available service to the regatta website.

This year the 2011 IRC Championship will be decided at the event.
Over 100 boats have already
entered – and you can size up your opposition on the regatta site where a

A regatta for all: big, small,
fast, cruisey, professional or amateur. Yachties enjoy a challenge on
the water, and just plain fun in after-racing social stuff in the North
Sails Tent Opua Wharf.
Registration is January 18,
2011, 1600 hrs to 1800 hrs, followed by three days of enthusiastic
racing, 19th – 20th – 21st January.

Shaw wins 2011 New Zealand Paper Tiger Nationals

The 2011 New Zealand Paper
Tiger National Championships finished on Saturday 8th January with Dave
Shaw from Nelson taking his first Paper Tiger National title in a very
close fought contest with Mark Bell (Auckland) and Bob Preston (Nelson).
After a week of competition and
eight races the top three places were separated by only two points.The
final day saw a typical Wellington breeze entertain the fleet with
weather conditions in the heavier end of the racing spectrum ensuring
that plenty of excitement and changes within the fleet were seen.
Race eight saw local sailor
Richard Martin take his first race win of the regatta ahead of Dave Shaw
and Scott Pedersen (Napier).
Overall racing was tight across
the fleet and the sight of nearly 50 Paper Tigers racing around
Wellington Harbour was really impressive, however the Wellington weather
certainly didn't fail to show exactly who was boss with one day of
chaos on Thursday including five broken masts. The great camaraderie of
the fleet showed itself with everyone working hard on the reserve day to
ensure the entire fleet was ready to go again for the final day of
racing.

Youth Sailing
P-Class and Starling Winners
 The 2010/2011 P-Class and Starling National Championships
hosted by the Napier Sailing Club was a roaring success with winners
coming from around the nation showing once again that there is great
strength and depth across all regions.
“It was a really well organised,
well attended regatta with huge efforts put in from regatta organisers,
volunteers and race officials,” says Andrew Clouston, National
Programmes Manager for YNZ, who was in Napier for the event.
“The weather was great with a
range of conditions from light through to pretty blustery,” says Andrew.
Richard Brown commented that the
Starling Match Racing was, “one of the most competitive Starling Match
Race Nationals ever, with just about all competitors prepared to engage
in some tactical sailing. All five races of the finals were required to
determine the winner.”

Optimist World Championships Langkawi
 New
Zealand’s top five Optimist sailors competed at the IODA World Sailing
Championship 2010 staged in Langkawi, Malaysia between December 28th and
January 8th.
Coached by Andrew Wills the team
were competing in a monstrous fleet of 231 young sailors from around
the world. Completing 15 races over five days for the individual world
title, with two days in the middle for the team racing title, the young
sailors faced somewhat of a marathon event.

“Our sailors are excited now,
busy swapping their some of their Kiwi gear with their new friends,”
says Rob Burn, Taylor's Dad who reported from Malaysia.
“There will be time over the
next few days to reflect on what might have been, and lessons learned
for next time. One thing we did hear was that the sailor, who came 180th
last year at the Brazil Optimist Worlds, won the girls 420 Class World
Champs yesterday in Argentina.... the experiences here will last a very
long time and make great sailors from most."
The world title went to a young
girl from Thailand: “Noppakao Poonpat had a bullet in the last race of
the championship and became the Optimist World Champion 2010 in great
style,” says the regatta website.
The New Zealand Optimist
National Championships will be held at Wakatere Boating Club in April
this year, and one year from now Napier Sailing Club will play host to
the world’s best with the IODA World Championships on here in New
Zealand.
“It will be a great moment to
see the Malaysian Flag lowered and the New Zealand Flag raised to signal
the countdown to the next Optimist World Championships in Napier, NZ, a
year from now,” says Rob Burn. “The participants will get to see a
great video clip of New Zealand life and scenery to compel them to
come.”

A small boat safety reminder
An on-water accident over the
Christmas period has highlighted the Maritime New Zealand rules around
being in charge of a powerboat.
Maritime New Zealand’s Safe
Boating guide states that:- “Unless very closely supervised by an older
person, who is in constant reach of the controls, you must be over the
age of 15 to operate any power boat that is capable of speed exceeding
10 knots. This includes dinghies and personal water craft.”

Are our cruising grounds safe?
 Andrew
Clouston, YNZ National Programmes Manager, gives us a timely update on
changes to aquaculture legislation which have the potential to
significantly impact on our recreational cruising grounds.
The Aquaculture Legislation
Amendment Bill (No 3) was introduced to Parliament on 9th November 2010.
The purpose of the Bill is to provide an efficient legislative and
regulatory framework that enables the sustainable development of
aquaculture within the coastal marine area. The Bill is part of a wider
programme of reform that includes non-regulatory measures to provide for
a more active role for government in the development and management of
aquaculture.
The amendment bill as it stands
is very pro-aquaculture and poses some threats to the access and
availability of the waters we spend so much time in. It will require
clubs and regions to be much more proactive in letting their regional
councils know what beaches, bays and stretches of water should remain
free from aquaculture development, because the councils will be
responsible for carrying out tests on all new applications around the
recreational use of the area before they go for public submission.
Concerns:
1.the current system of
only being able to apply for consents to develop new marine farms in
designated aquaculture zones (AMA’s) is being removed and replaced by a
system where the entire coast is available for application for new farms
and the applications will be handled directly through the RMA process
and the regional coastal plan.
2.allowing the Minister of
Fisheries and Aquaculture the right to change regional coastal plans
(effectively giving the minister the right to overrule regional
councils)
3.making sure that all applications for marine farms are publicly notified
4.that adequate tests are in
place to assess the value of the space being applied for by marine
farmers in terms of recreational value to boaties
There are summary sheets available on the Ministry of Fisheries website that detail the changes and their intention.
Everyone should take time to
read the sheets and encourage their club and/or regional council to
submit any concerns they have to the government. The submission deadline is the 11th of Feb 2011.
YNZ will also be preparing a
submission on behalf of all our members, however it is important clubs
get involved as they can speak from a local perspective.
We also invite Clubs and
individuals, who have not already done so, to send your concerns to us
at Yachting New Zealand so that we may include them in our submission.

Fish farming threatens recreational waters off Coromandel
Public submissions are currently sought from the Ministry of Fisheries on a proposed fish farming zone off the Western coast of the Coromandel.
Three people appointed by the
Ministry of Fisheries, including includes Hon Sir Doug Kidd as Chair,
Mark Farnsworth and Justine Inns, make up the Aquaculture Ministerial
Advisory Panel and they want to hear from the public about the potential
environmental, economic, cultural, and social benefits and costs of the
proposal.
Commonly used recreationally by
many yachties and boaties, fish farming in this stretch of water will
almost certainly have a significant impact on recreational users.
“This is an inappropriate
location for a marine farm and it will be important for clubs,
individuals and regions to stand up and say so,” says Andrew Clouston,
National Programmes Manager for YNZ.
Public consultation will run
from 17 December 2010 to 9 February 2011. As part of the consultation,
the panel will spend time in the Waikato region in late January. Panel
hearings in Thames, Coromandel Township and Auckland have been scheduled
between 9 and 12 February 2011 to allow the public to present their
submissions in person.
Written submissions are due on the 9th of February.

Richmond seeks Patrol Boat and Skipper
Do
you know someone who owns a launch, loves boating and would like to get
involved with one of Auckland's premier keelboat yacht clubs? Richmond Yacht Club is looking for a new 'patrol boat' (complete with skipper).
The patrol boat is required on
fortnightly Wednesday evenings and eight weekends throughout the summer,
plus fortnightly Sunday afternoons throughout the winter - 30 races in
all.
This is a voluntary position,
however the benefits to the patrol boat owner are significant. Free use
of the RYC marina berth (situated right outside the club at Westhaven
Marina), value $7000 per annum and reimbursement of yacht club related
diesel expenses.

Asia Pacific Match in Hayama, Japan
The
Japan Match-Race Association has issued a preliminary NOR including an
invitation request form, for the Asia Pacific Match Regatta in Hayama
from 7th – 10th April, 2011.
Sailors will need to travel and
stay at their own cost but the Association can offer a college seminar
house for stay at around Yen 3000 per person/night nearby the venue.
