What's this class featured on the Paris Olympics sailing website page header?

Yngling I suspect. Or did you know that and were being ironic since its not a current Olympic class?

I didn't know if it was an Eliot or Yngling...

Eliot 6 rather than Yngling given the flared topsides. It's a more modern shape than a Yngling, the latter has pretty vertical topsides.

-------------
Spice 346 "Flat Broke"
Blaze 671 "supersonic soap dish"

So begs the question, why use the outdated photo?

They have given a photo credit at the bottom (Mason/Getty), which at least suggests there is someone on the web design team taking ownership of image rights

Also why wouldn't World Sailing have politely suggested an amendment?

Because the people doing the website understand about photo rights but know nothing of sailing ...

and the people at World Sailing who couldn't be arsed to raise the point...?

The people who care, know, and the people who don't know don't care. I imagine the artist picked the library image of Olympic sailing that best suited her/his layout idea.

I'd imagine they also looked at what the image represents, which for whatever reason, is no longer reality for some aspirational olympic sailors
