Is a flag part of a mark?

   Hello,

Mine is a very simple question.  Are you allowed to touch the flag on top of a mark of the course?  During a recent race the flags were lying limp and then a puff made one fly as a boat was rounding, and the helm brushed against the flag.  Does that count as hitting the mark?
