2012 is the year when the International Sailing Federation holds its quadrennial General Assembly, which is set to take place on Saturday 10 November 2012 in Dun Laoghaire, Dublin, Ireland. It is on this occasion that the ISAF Officers (President and Vice-Presidents) members of the ISAF Council and all other ISAF Committee, Sub-committee and Commission members automatically retire and are eligible for re-nomination or new candidates can be nominated as set out in the ISAF Regulations and Articles. Below is a summary of the nomination procedure for ISAF Committee members along with a list of the Committees, Sub-Committees and Commissions for 20013-2016. Full details of the nomination and appointment process for members of ISAF Committes and Sub-Committees is contained in ISAF Regulation 5 - (See Regulations). The ISAF Committees members play an integral and critical role in leading and guiding the sport of sailing. The purpose of this information sheet is to inform all prospective candidates with regard to the responsibility of the ISAF Member National Authorities (MNAs) in nominating individuals to ISAF Committees, Sub-committees and Commissions. The Committee Nomination Pack including the nomination form for appointment to the Committees, Sub-committees and Commissions of the International Sailing Federation from 2013-2016 is available below. All nomination forms should be submitted via an ISAF Member National Authority. Please note that a recent jpeg/ passport style photograph is a mandatory requirement. Click here to download the ISAF Committee Nomination Pack / Nomination Form. ISAF is committed to achieving gender equity across all ISAF Committees and all ISAF activities. In accordance with Regulation: 5.2.2 (b) not less than 25% of the members of each committee should be drawn from each gender; 5.2.2 (c) not less than 20% of the chairmen and vice-chairmen of all committee should be drawn from each gender; ISAF has also affirmed its support of the Brighton Declaration on Women in Sport (Appendix 1 of the Committee Nomination Pack)which sets out key principles to support gender equity across sports participation and administration. Member National Authorities are encouraged to support this policy and work with ISAF to achieve gender equity in the administration of our sport. All Committees and Sub-committees automatically retire after their meetings in November 2012. Therefore, current Committee, Sub-committee or Commission members who wish to continue to serve on an ISAF Committee, are required to be re-nominated. Re-nominations and new nominations should be made in accordance with ISAF Regulation 5 - Appointment of Committee Members. Nominations of candidates for all ISAF Committees, Sub-committees and Commissions, either reappointments or new appointments, should be made on the Committee Nomination Form (included in the Committee Nomination Pack available via the link above) that has been distributed to all MNAs, and include a statement establishing the experience, specialisation and ability of the candidate which would make him/her a suitable member of the Committee. In respect of nominations to the Regional Games, please note that nominations may be made by ISAF MNAs in accordance with ISAF Regulation 5.1.1(c)(iv). In addition, members of the Regional Games Committee may include representatives from specific Regional Games Organizations as set out in ISAF Regulation 5.1.1(c)(i), (ii) and (iii) (Appendix 3 of the Committee Nomination Pack). Nominations of candidates to Committees, Sub-Committees and Commissions should be addressed to the ISAF Secretary General and signed by the MNA President or Secretary General (or equivalents in position). ISAF will accept nominations by email, fax or post. All nominations must be received at the ISAF Secretariat by 12:00 UTC on 1 August 2012. The ISAF Secretariat will acknowledge all nominations directly to the MNA and the nominated candidate within five working days of receipt. If you do not receive an acknowledgement within that timeframe, please contact the ISAF Secretariat. Please note that only ISAF MNAs in good standing with ISAF are entitled to nominate Officers, Council Members, Committee, Sub-committee or Commission members. As we enter the next term of appointment of ISAF Committees, from 2013-2016, there are some exciting and challenging times ahead. In considering candidates each MNA should give careful thought to the roles of the ISAF Committees and the background and experience required to support the Committee. Details of the Terms of Reference for all ISAF Committees can be found in ISAF Regulation 6 and for the Commissions in ISAF Regulations 8, which are available in the ISAF Yearbook and online here. The work of ISAF requires a wide range of skills, not all requiring specific sailing experience, although sailing experience is essential for some Committees. However, it is important that candidates have specific core skill sets and are active in the sport in order to effectively undertake their role. The core skill sets required by all committee members are: • A willingness to work in teams, to accept a share of the workload and an ability to meet deadlines • An easiness in human relations and a lack of prejudice to different cultures • Proficiency with modern communication methods - email, skype, internet • Consider and make recommendations in the best interests of the sport globally • Attend the Annual Meetings of the Committee • Keep informed of the activities of ISAF and the wider issues that effect its work • Have relevant experience in the areas of the Committee's work We are all involved in the administration of sailing in order to make a difference to the sport about which we are all passionate. The ISAF Committees have a significant role to play in leading the future of sailing. Serving on an ISAF Committee is a rewarding experience and gives individuals a wonderful opportunity to share their expertise and vision for the sport with colleagues from all over the world. Coaches' Commission Information Technology and Tracking Commission International Regulations Commission Medical Commission Review Board (appointed in accordance with Articles 77 and 78) Sailor Classification Commission The ISAF Council is subject to a different process of appointment and the ISAF Executive Committee (Officers) is subject to a process of nomination and election.
