The Return of Tipplers

Thanks to the tireless work of the Marine Action Group, which has been lobbying for the right outcome for Tipplers for nearly two years and has received overwhelming community, business and marine industry support for saving the Tipplers Tavern building, Tipplers could be back to the community before too long.

According to Keith Douglas, from MAG, 'Council has now resolved to support a ‘not for profit trust’ to refurbish the Tipplers Tavern building and manage the precinct with the following motion passed at the council meeting on 16 May 2011.'
1. That Council notes the advice and reports received since the 9 May 2011 from the Chief Executive Officer and Marine Action Group.
2. That Council provide in principle support for the proposed restoration and redevelopment of the Tipplers Tavern building essentially and preferably to be undertaken by a not for profit community based group.
3. That Council direct the Chief Executive Officer to do all things necessary to progress this in principle outcome on the understanding that:
a. Council’s financial commitment is not to be increased.
b. Demolition of the tavern, currently under contract, be discontinued and should be limited to those areas identified in the Hutchinson Report.
c. That Tipplers Precinct Master Plan may require further amendment to reflect this outcome.
d. Issues including licensing, tendering, management and procurement will require clarification and further consideration by Council.
e. The resultant risks to timelines and financial requirements are to be acknowledged and addressed by any not for profit group that will be involved.
4. That the Chief Executive Officer is to bring forward a further report to progress this matter prior to 24 June 2011.
Keith continues: 'A steering committee is to be set up and volunteers are needed to guide the process in the interim period.'

It is envisaged that the advisory committee would be represented by a delegate from each of the following groups: Marine Action Group; ‘Our Tipplers’ facebook group; Southport Yacht Club; Gold Coast Boat Club; Moreton Bay Trailer Boat Club; Hotelier Barry Fitzgibbons; Couran Point Residents Association; Marine Queensland; Jet ski groups representative; Chamber of Commerce; Charter boats representative; Related tourism businesses representative and the Sanctuary Cove Yacht Club.

Keith says, and has proposed to Council, the not for profit trust will significantly lower costs through access to businesses prepared to support our ‘not for profit’ proposal in the refurbishment of the Tipplers Tavern.

'The same support could effectively be expected in the procurement of necessary materials, plant and equipment. If we are to accept those estimates presented to council by Councillor Pforr and our costs come in considerably lower, is it then necessary to adopt a tendering process in implementing necessary works or purchasing equipment? The advice we have received is that a ‘not for profit’ entity could achieve considerable savings by being able to proceed without the formal tender process providing value for money mechanisms were in place e.g. at least $80,000 has been suggested.
'Councillors and Council Administration need to be reminded that the initiative of MAG has the potential to provide a vastly better financial outcome for ratepayers compared to the current budget prospect of losing $400,000 a year for five years.

'This deserves full support, not opposition, particularly when in the process an area of cultural significance to the city is being saved and restored.'
