William Peter (Bill) Carter of Marine Rescue Shoalhaven and Bruce Leslie Mitchell of Marine Rescue Port Kembla were each awarded the Emergency Services Medal in the 2011 Australia Day Honours.
Bill Carter joined the marine unit of the Volunteer Rescue Association in 1998 and was appointed a Foundation Director of the Board of the new, integrated organisation, Marine Rescue NSW, on its establishment in July 2009. At the first Annual General Meeting of Marine Rescue NSW in December 2010 he was re-elected to the Board.
Bruce Mitchell joined the Australian Volunteer Coast Guard in 2001 and was also a Foundation Director of the Board of Marine Rescue NSW.
Bill Carter held numerous operational and administrative positions within the NSW Volunteer Rescue Association including Chair of the Marine Committee, Chair of the Volunteer Marine Rescue Council and a member of the State Rescue Board of NSW, providing considerable emergency management skills in these roles. His outstanding contribution has resulted in a considerable improved safety standard being implemented within the units and improved safety for all operational rescue crews. His dedication towards the creation of a single marine rescue agency in NSW has enabled outstanding analysis and forward projections to be applied to the project which will provide the boating community and the government with considerable benefits from the new marine rescue agency.
Bruce Mitchell was promoted to the position of Port Kembla Flotilla Commander just 2 years after joining and in 2005 he was elected by his peers as Squadron Commodore, a position he held until May 2010. Bruce has also championed the principle of a single, unified marine rescue organisation in NSW and is Regional Coordinator for Marine Rescue NSW Illawarra region. He continues to be an active member of the Port Kembla Unit and provides exceptional leadership, promoting and improving the quality and range of services provided to the boating community. In particular, he has been responsible for gaining important funding for improved marine radio communication between Sydney and Jervis Bay and for the refurbishment and lease of the Lake Illawarra operational base
Both Bill Carter and Bruce Mitchell serve the community of New South Wales with distinction.
