ISAF risk sailors' ire with Mid-Year moves

The ISAF have put forward the Agendas and Papers for consideration at their Mid Year Meeting in Qingdao, China scheduled for mid-May.

The weight of international opinion has forced the sport's ruling body to put the issue of 2012 Olympic Events back on the agenda for reconsideration. In a two stage process, they have asked the Council to 're-affirm' its original decision, and it that body has a change of mind, then the matter of Events will be re-opened, provided there is a 75% majority in favour.

Effectively the stage is set for there to be no change at all, unless the Councillors as a body are agreed before the meeting on a common approach that will get the 75% majority.

Sail-World understands that the submission for an 11th medal event will not fly. Therefore, obviously, the staus quo will remain, or there will be a change.

To our mind ISAF Council needs to make a simple strategic decision, which is whether the Olympics should be representative of all the major sailing disciplines.

If the vote to that question is 'yes' then the events must be selected which recognise that composition.

If the vote to that is 'no', then the Olympic events schedule must be seen for what it is - an outcome from political lobbying by various classes to maintain a position at the Olympic table. And having secured that position, they then adopt the cloak of an 'Event' and justify their existence for another four years.

Looking at the former option, the disciplines are reasonably clear - windsurfing, singlehanded monohull, two handed monohull, multihull and keelboat.

All the classes and forms of sailing (save maybe three man 18ft skiffs and sportsboats) can be tucked under one of these categories.

Then we proceed to selection where ISAF current has a ratio of four womens events and six mens events. From the menu of five disciplines, for women, any four are chosen; and for men six events are chosen from the five disciplines - meaning that all must be represented and one can be duplicated.

If at some stage in the future, there is a shift to a gender equal Olympic events slate then the decision becomes a five events from five disciplines for men and women, which still works.

Of course, this solution is far too simple to be adopted.

But if they support the status quo, then the ISAF Councillors should have the strength of character and honesty, to say why the Olympic sailing regatta should not be representative of the sport; why some disciplines of the sport should it at the Olympic table and why others should not; and why they support discrimination and exclusion in the sport they are charged with administering.

Everyone makes mistakes. Generally, no-one really minds, provided you don't make the same mistake twice. By now, judging from the reaction from the sailing community, the ISAF Council should be in no doubt they made a mistake in November 2007.

In May 2008 they have the opportunity to fix it.

Subsequent to this Editorial being written, Sail-World's attention was drawn to a submission submitted by FFV, which mirrors our position outlined above. Although marked Urgent, this submission has been deemed by the ISAF Executive Committee not be urgent, and therefore will not be considered at the Mid-Year Meeting in Qingdao

Proposal:
Urgent submission under Regulations 1.6(b) and 16.1.3(a)

Council decision on Olympic Events made in November 2007 to be changed in order to have the five main disciplines in sailing represented at the Olympic Games in the events for Men/Open.

The five disciplines are:
- Windsurfing
- Dinghy single-handed
- Dinghy double-handed
- Keelboat
- Multihull


Current Position:
Decision made in November 2007:

Men
Windsurfer
One person dinghy
One person dinghy – heavy
Two person dinghy
Two person dinghy high performance
Keelboat

Women
Windsurfer
One person dinghy
Two person dinghy
Keelboat Match Racing

Reason:
The unexpected effect of the decision made in November 2007 is that Multihull discipline disappeared from the sailing events of the 2012 Olympic Regatta.
The five disciplines constituting sport sailing activity should be represented at the Olympic Games.
The 4 events for women already cover 4 different disciplines and should not be changed.
The 6 events for men/open cover only 4 disciplines and should cover the 5 main disciplines

This submission should be considered as urgent and be dealt with at the Mid-Year Meeting before the meeting referred to in 16.1(c).
