ICSA Sloop National Championship Match Racing Conditions

ICSA Sloop National Championship will be held November 19-21 hosted by USMMA, Kings Point, NY.

The following information has been submitted by the sloop/Match race working party chair John Vandemoer, Alice Manard, and Championships Coordinator Greg Wilkinson, and has been approved by the ICSA Board of Directors.

The conditions follow the ISAF frame work for ISAF Grade three certification. The ICSA has received an initial certification by ISAF as Grade four.


SCHEDULING:


The assigned Conference Association shall ordinarily schedule this event for Fall weekend number 12 on the Intersectional calendar. This event shall not exceed three (3) days in length, and whenever possible, shall start on a Friday. The first race of the event shall be scheduled for not later than 12 noon of the first day. No race shall be started after 3:00pm on the last day.


ENTRANTS:


Each Regular Member Conference shall receive one berth. One additional berth each shall be allotted to Conferences in order of size (defined as the number of eligible schools in a conference) until a total of ten berths is reached.


ELIGIBILITY:


(Refer to the General Conditions for National Intercollegiate Championships.)


PARTICIPANTS:


Each team shall consist of a maximum of four (4) or five (5) persons, as defined by the Notice of Race. The total team weight will not exceed 87.5 kilograms multiplied by the maximum team size (four or five) minus one (1):

Maximum Team Weight = 87.5 kg * [Maximum Team Size – 1]

Additionally, each team shall include at least one female member. Each team member shall be registered with the ISAF and have a SailorID prior to competition in the championship.


SUBSTITUTION:


There shall be no substitutions between races, except for an emergency substitution as approved by the Chief Umpire and the ICSA Representative. The substitution of positions within a boat shall be permitted with the exception of the Skipper.


BOATS:


The event shall be sailed in sloops of not less than 19 feet LOA, nor more than 30 feet, in length. The boats shall have a fixed keel. Each of the boats shall be of the same design and rigged with a spinnaker for the event. A minimum of eight boats must be provided unless a breakdown causes a boat not to be available.

The host will take all reasonable steps to equalize the boats to be used. Teams will draw for boats to be used in the first race and rotate boats thereafter as prescribed by the Sailing Instructions or Race Committee.


REGATTA FORMAT:


The regatta format may be changed during the event by the Regatta Chairman with the consultation of the chief umpire and the ICSA Representative to accommodate the weather conditions at the event. The below format is the targeted format for the championship. Records will not carry over between rounds.

Stage 1
Two seeded groups (A and B) of five teams each shall compete in a single round robin. The seeding shall be assigned by the ICSA President or other ICSA representative of his choosing.

The top two finishers of Group A and Group B will move on to the Gold Round in Stage 2. The remaining six teams will move on to the Repechage in Stage 2.

Stage 2
The Gold Round will consist of a single round robin to determine seeding for the Quarter Finals. The Repechage will consist of a single round robin. The top 4 teams from the Repechage round will move on to the Quarter Finals and will be seeded for that round according to their placing within the Repechage round.

Stage 3
The Quarter Finals will consist of the four teams from the Gold Round (seeded 1-4 based on the results of the Gold Round), and the top four teams from the Repechage (seeded 5-8 based on the results of the Repechage). The highest seeds will be paired against the lowest seeds (1v8, 2v7, 3v6, 4v5).

The Quarter Final will be a knockout series. The winner of each pair will be the first team to score at least two points.

Stage 4
The winner of each Quarter Final series will advance to the Semi Finals, with the winner of the 1v8 Quarter Final paired against the winner of the 4v5 Quarter Final, and the winner of the 2v7 Quarter Final paired against the winner of the 3v6 Quarter Final.

The Semi Final will be a knockout series. The winner of each pair will be the first team to score at least two points.

Stage 5
The winner of each Semi Final pair will advance to the Finals. The Finals will be a knockout series; the winner will be the first team to score at least three points. The winner of the Finals will be the ICSA Sloop National champion. The loser of the Finals will place second.

The losers of each Semi Final pair will compete in the Petit Finals. The Petit Finals will be a knockout series; the winner will be the first team to score at least two points. The winner of the Petit Final will place third; the loser of the Petit Final will place fourth.


FEES:


A damage deposit up to the amount of the US SAILING or ICSA borrowed boat insurance deductible may be assessed per boat.


RACE COURSE:


Courses will be windward / leeward courses with starboard roundings. Two laps are preferred, but the course may shortened as needed.


SPECIAL CONDITIONS:


The event will follow the guidelines and rules of Appendix C in the Racing Rules of Sailing (RRS). All matches shall be umpired. The regatta’s notice of race, sailing instructions and advertising regulations must comply with ISAF standards. 'Class Rules' will not apply.


TROPHIES:


The winning team's names and college shall be engraved on the Cornelius Shields, Sr. Trophy.

Keeper trophies, provided by ICSA, shall be awarded to the members of the top three teams.
