Europe tightens up on skippers competency certification

Many European countries have adopted the requirement for the skipper of a vessel entering their waters to have an International Certificate of Competency (ICC - see attached form). Other documents and licenses will apparently no longer be accepted. The administering body for people from the US or Canada wishing to obtain this cert is the UK RYA.
I have just been in touch with the RYA. They are accepting my USCG Merchant Mariner's License (and MMC) as sufficient qualification. I apparently will not need to take the otherwise obligatory exams (whew)!!
